Where both the valves are now shut the camshaft lobes will be at their lowest point, which on its turn this will take the tension off the pushrods and the rocker arms will be loose - having natural free play. This is where you can now set or adjust the clearances, because they are now tension free (loose), therefore can the required future "tension" now be set.
